db-library network layer not loaded

I have a machine that get's this error when trying to access MS-SQL Server
via the BDE through ODBC or SQL Links (yes, I've tried both):

DB-Library network communications layer not loaded.

The Microsoft ISQLw runs fine (connects, queries, the whole 9 yards). The
BDE administrator gets the error when it tries to connect. I have tried
removing MS SQL client and the BDE / SQL Links and reinstalling. Still,
the problem persists. This machine was connecting via ODBC just fine until
I tried loading SQL Links for the first time--that seemed to cause this
problem.

I'm assuming that I have some sort of conflict in drivers. What can I do?
I have this same setup running great on 5 other machines. This one is
messed up and I can't figure out how to undo the mess...

try dropping acopy od DBMSSOCN.DLL from your MS SQL install dir into
WINDOWS/SYSTEM dir or make sure your MS SQL dir is on your path
