Windows socket error (10048)

Hi,

When I try to start scktsrvr.exe (Windows 98)
I get the follow errormessage :

Exception in module SCKTSRVR.EXE at 000656CB
Error opening port 211 with error: Windows socket error: (10048), on API 'bind'

What can cause these error?

Sonja,

Is the socket service already running, or maybe another
service using that port? See the error description at
http://www.sockets.com/err_lst1.htm#WSAEADDRINUSE

Sonja,

I'm not sure how to tell on Win 98. Are you sure that the socket
service itself is not already started?

I've copied scktsrvr.exe on a new pc. There was no socket service on that pc
before.
The first time I try to start scktsrvr.exe, I get that message.

Now, I get the message 'Socket Server already running'.
But he isn't running.
