Seeking web thumbnail gallery generator source code

I have some very, very (very) user specific needs in a thumbnail
gallery generator for my web site (output to a PHP page, not HTML,
based on a template which I provide; use LightBox to view the images;
drag & drop the thumbnails around on the page, not just alpha/numeric
order; add comment text beneath each thumbnail and save a project, so
that I can add a new image later without losing any previous
descriptions).

Rather than code my own, I figure it would be quicker to do some quick
& dirty changes to someone else's code. After all, most of what I wan
is just to control the generated code.
The biggest problems seem to be finding something which allows me to
change the order of the thumbnail displays, and to place text comments
under each thumb on the generated page.

Does anyone know of such a program - preferably as C++ Builder source?
