Using codes to change Power buttons to "shutdown" or "hibernate"

Hi all

Can we use codes or registry to control what the Power buttons in "Power
Options Properties -> Advanced" do.
I'm trying to write an app to shutdown or hibernate by pressing the Power
button on the PC with an external device.
