getting Parameters from GUI app

In my old world if you wanted to run a program with parameters you
used 'argc' and 'argv'. I cannot fine what you use for a GUI app to
access parameters you may give it. All I want to do is to allow
someone to run a program which passes the file it is going to open as
a parameter rather than to have to run the program and open the file.
