Is it possible to determine the user's language?

I have an application that is used internationally - stuff like
date/time/decimals is not used.

What I need is a way to determine if the system the application is running
on, is such that it's language requires unicode - i.e. 0xC3D3; characters.
All I want is a boolean value - to be able to make visible or hide menu
options for countries having wider characters.

I see all kinds of stuff like TSysLocale - but no information on how to use
it. And a lot of functions for getting settings for foriegn settings - but
none for getting the users settings.

I have, long ago polled the Registry to get the language - but I am
wondering if there is a function built-in to Builder 5 to get this
information - especially since I do not need to actually know the language -
just need to know the character width.
