error loading package VCL library , anyone knows?

i just installed c++ builder 4 (FULL) . when i made new application program
and then i run it ( i didn't add any component in form) but it got error
there was a window that wrote : "Unable to find package import"
it asked directory where vcl package place. ie :
vcl40.bpi
vclx40.bpi
vcljpg.bpi
bcbsmp40.bpi
Qrpt40.bpi
vcldb40.bpi
ibsmp40.bpi
vcldbx40.bpi
TeeUI40.bpi
teedb40.bpi
tee40.bpi
nmfast40.bpi
dclocx40.bpi

i tried to open menu ie. Tool->Enviroment Options and then i set directory on
menu "library" such as library path, BPL output dir , BPI/LIB output dir and browsing path.
but it still got error ,too like above.
after that i decided to uninstall c++ builder and then i installed agan c++ builder but it still
got error like that......i didn't ever get error like this before because i have ever success to run
but now i don't know...:((
anyone knows how to solve this problem ??
or team B get solution ?

Hmm, did you reboot your system after the install and before you began to
build your first application...? There are some things that need to be
registered after installation.
