I have been researching this error and this appears to be a problem that is
part of Windows 2000. There is very little information in the way of a
solution. Is there any standard way to fix this problem? If this happens for
Win2000 every time I update a DLL that would be a real problem.

Are you sure that the file wasn't simply corrupted during download?
