Do I really need a administrator account to install applications in Vista? I
know I can't write to pf and HKLM/software in Users role.

IIRC, MSI-based installations in Vista run under an administrative account
by default, although I believe no need to explicitly indicate that any
custom actions run with elevate privilges.
