Deploying MSAccess Program without installshield

I have finished a C++ Builder v6 program that access a MS Acess
database. I found all of the dependent dll and bpl files required, but
when I try to start it on the new machine it gives me the message
"Error initializing Borland Database Engine ($2108)".
Any ideas as to what I have done wrong?
