How to make folder in start menu

Hi. I have written a custom install program that puts a link to 1 file in the start menu. I have recently had to modify the application such that I want to give the user the option of launching one of two programs from the start menu. I would like to put the two files in their own folder on the start menu, but I am having difficulty with that. Can someone point me in the right direction for being able to create a folder in the start menu and then place links in it? I would love to use install shield, but some other requirements of the install program prevent this
