I remember reading something about DBExpress being version 4 in BDS2007.

Can the drivers just be linked into an Executable or are there other
requirements to deploy DBExpress at a customer site?

Hi Larry,

The drivers that come with Delphi 2007 for Win32 and/or CodeGear RAD
Studio 2007 are still DBX3 drivers, and they cannot be linked into the
executable at this time. However, third-party drivers, such as the ones
from CoreLab can be linked in. And so can the MIDAS.DLL if you add the
MidasLib unit to the uses clause of your project.

I've covered this in detail in my new Delphi 2007 VCL Database
Development courseware manual (the 130-page PDF edition that I sell with
e-mail support on my own website, not the 68-page edition on Lulu.com).
