Accessing ItemProps in TValueListEditor

When I drop a TValueListEditor on a form, the Object Inspector does
not show the ItemProps property to let me do things like specify that
the item is to be a pick list. From reading the documentation, it
appears that ItemProps is allowed to be set up at design time. Is
there a way to do so?
