When right clicking compatibility tab in Vista doesn't work

Just got a call from a client today who is using an application I
built using Borland C++ (5.02)
with OWL. Others have used the program in Vista without a problem or
by right clicking
on the .exe and selecting the compatibility options. She tried all of
them and this isn't
working on her laptop for some reason. Anyone know what could be
wrong with her machine?

Someone told me about the "Microsoft Visual C++ 2008 Redistributable
Package."
Will this fix errors on Borland programs also?
