Does it really mean that for "Commodore" a FB driver is
being planned?

If not it should be corrected as it carries many votes.

Being deferred until the next release doesn't mean it is going to
happen in that release. It simply means that it won't be looked at for
this release, ie Tiburon.

Once again, votes are *not* the only factor in determining whether a
bug is fixed or a feature is implemented.
