Merging config file failed idapi32.cfg : error $2109

We have a customer who when installing our application using BDE 5.1,
gets an error message: "Merging configuration file "c:\program
files\borland\common files\bde\idapi32.cnf failed". The customer can't
run the application because the BDE is not installed.... ($2109, can not
load idapi32.dll... )

We have this app (and BDE) installed on over 1000 machines with out a
problem. We're using InstallShield Express Pro 2.03. The platform is
Win95 and his color depth is True Color.

According to the TI
http://community.borland.com/article/0,1410,18727,00.html , We should
be including bantam.dll, *.btl, and charset.cvb from the bde to the new
install... we *are* including those files.

What is causing this error and more importantly, how do we get the BDE
on this guys machine and get him up and running?
