Problem in Certificate Request Generator option

I am working on Borland Application Server version 4.5 . I am trying
to obtain a certificate from verisign for testing the Borland security
support and features.. In order to obtain a certificate, we need to
generate a certificate signing request and submit the same to verisign
for sending the test server id.
Borland Security documentation advises to generate the same using
Certificate Request Generator in Console tools option. But, in my
console, the certificate request generator option is disabled. How do
i enable and generate the Certificate signing request ??
Please also advise me the meaning of the following extract from
Borland documentation..

The Borland Security Service has been installed in the same directory
as the EJB product (that is, the Inprise Application Server).
