New DNSCurve resource

Hello all,

There's a new DNSCurve resource here:

The goal is to build a DNSCurve community and support implementation and
deployment. Currently it provides 2 mailing lists (DNSCurve and
DNSCrypt) and file downloads.

The site itself is https-only, with file downloads signed with Ed25519
via signify. The top cipher is ChaCha20-Poly1305. (And of course the
site supports DNSCurve.)

Apart from increasing deployment, for me, the #1 goal is to provide
DNSCurve software that's simple to build and use. I think this will
help a lot with deployment.
