How are other consultants especially Engineers fees calculated ie in terms of percentages?

Consultancy fees as per consortia
Architect -                6%
Q.S  -                      3%
Civil/Structural eng.- 2.5 %
Electrical eng.-         1.5%
Mechanical eng. -     1.5%

so Q.S. gets 2.5% + 0.5% .
Are the engineers paid in lump sum or fee is split (with project stages)?

Does the cost of the respective Engineer's works have any bearing on the fees they charge in the percentages you have quoted?

I know that under MOPW scales of fees, this is factored in. Eg. A structural engineer can only charge fees on structural works.

So does the scale of fees change when its a consortia and when the client hires these consultants?
