Hi,

The rules and the game source code is currently being rewritten. It is
still under development and has not yet been deployed to Google App
Engine.

I was not happy with the alliance system so it will be changed. In the
new rules there will still be four alliances. Each alliances will have
an alliance leader. The alliance leader starts the game with one city.
If the alliance leader captures a city that is a possible start
position for her alliance, she may recruit a new alliance member to
control one of the cities and adjacent units. An alliance may consist
of up to five members. The alliance leader may recruit one new member
for each captured start position regardless if it is captured by
herself or an ally.
New alliance members must be of lower rank than the alliance leader.
The new alliance member can be one of (the alliance leader choose one
option):
1) Any existing player belonging to the same clan or no clan.
2) Clan members only.
3) Named player belonging to the same clan as the leader or no clan.
4) A new boragonet wargame player, named by email-address.

The time system will also be changed. The game time will be measured
in ticks. One tick will be six minutes. A game will last 5000 ticks
(about three weeks). It will take 100 ticks for a unit to regain its
maximimum morale rating and maximum movement points. Production,
research and maintenance will be calculated at each tick. It will take
100 ticks to build a new unit.

The system for calculating morale rating will be changed, but I have
not decided exactly how yet.

Tech levels will be changed. All units belonging to an alliance will
have the same tech level. Only max STR (increased at TL 3, 5 and 7)
and max ATT (increased at TL 2, 4, 6 and 8) will be increased by
higher tech level. Max possible tech level in a game will be 8. (+4
ATT, +3 STR).
