[boost] Unable to utilize Boost C++ libraries in VS Code 2021.

I added the boost root directory to my workspace, it didn't work. I have
also installed the boost using bootstrap.bat but it still doesn't work.

Sorry, I was a little frustrated back then. I somehow resolved the issue
though and have uploaded my project proposal for GSoC 2021, kindly review
it.
