physical disability and cognitive deficits

Primarily I've set up Bookshare for students that have learning disabilities, low vision or blind, and physical disabilities (primarily CP) who attend general education core content classes. However, for those students with both physical disabilities and cognitive deficits (not LD), would it be appropriate? For example, a student who is in 8th grade, but given the content on 8th garde cannot comprehend content, but with books on 3rd grade can comprehend the content. It would basically be a modification and the purpose would be reading books soley for leisure, not to access grade level content for an 8th grade general education classroom.
