guiding reading (student's level) vs grade level content

Hi, 

I does anyone have any research or district standards on how much time a student should be reading grade level content, not off grade?
Our district standards for Elementary school recommends 20 minutes a day, however that is often content on the students' fluency level. I'm regularly asked, how often students should be using Bookshare to access grade-level content and I want to make sure I respond accurately. My response is usually, whatever the general education teachers recommend for all student, is how much time your child should be reading. What do you recommend?
