Qualifying Students with Low Vision

We would like to hear from mentors who are supporting students with Low Vision, and how you were able to qualify them for Bookshare. A participant in our online Mentors class recently asked about Bookshare's regulation that "a person with low vision would qualify IF they are legally blind," and noted that a person's low vision may significantly interfere with print reading, and not have an acuity that meet the definition of Legally blind.

Do you work with low vision students? How did you determine they would benefit from Bookshare services, and what steps did you need to take to meet qualifications?

My understanding is that any student with a documented print disability qualifies. A low vision student definitely has a print disability that should be documented on an IEP or a 504 Plan.

I was able to qualify them as a Licensed Teacher of Visually Impaired Students.

I share a classroom with a Teacher of Visually Impaired Students.  She is usually able to sign her students up for Bookshare that have 504s and IEPS.  I believe a physician is also a valid source to determining Bookstore eligibility.

Hi everyone.  I am the participant from the class who pointed out the discrepancy.  Yes, a TVI is qualified and yes, there are many reasons that our students would benefit from Bookshare.  The problem is in the way it is worded on Bookshare's website.  Below is what is says.  I highlighted the part that should be changed.  It could easily state that a "competent authority confirms the person is eligible" or "competent authority confirms the person has a print disability".  In the first part of the sentence it states "blind or low vision" but students who have low vision don't qualify as being legally blind.  I hope this helps to explain my point.  Please let me know if you have any additional questions.  

A person who is blind or has low vision and who is unable to read standard print qualifies for Bookshare as long as a competent authority confirms that the person is legally blind. Legal blindness is a standard built into the law.

Examples of Competent Authorities:

  • family doctor
  • ophthalmologist
  • optometrist
  • teacher of the visually impaired
  • special education teacher
  • National Library Service for the Blind and Physically Handicapped, or similar government body outside the U.S.

So, the final verdict is if a student is not legally blind, he/she does not qualify for Bookshare??  Has Bookshare entertained the notion of perhaps reconsidering this terminology?   There are definitely students with low vision (who are not legally blind) who are “unable to read standard print”.

Again, thanks for bringing this issue to Bookshare's attention! In the process of launching the new Bookshare website last year, we realize now that we condensed some text that was previously on the Bookshare qualifications page, and as a result, we have been inadvertently misstating this aspect of Bookshare qualifications. After some internal discussion on the subject, here is what that page now says:

A person who is blind or has low vision and who is unable to read standard print qualifies for Bookshare as long as a competent authority confirms that the person is legally blind or has a significant problem accessing text.

Our CEO reminded us that, although it is inaccurate to say that someone with low vision has to be legally blind to qualify for Bookshare, anyone with low vision does not necessarily qualify for Bookshare:
• If a person who has low vision is assessed by a competent authority, and that CA decides that his/her impairment significantly impairs reading, then he/she qualifies.
• If a person who has low vision is assessed by a competent authority, and that CA decides that his/her impairment does not significantly impair reading, then he/she doesn't qualify

I hope this addresses the issue and resolves any confusion. Thanks for your patience!

Most of my students were low vision and were on an IEP.   In the IEP we would reference the Learning Media Assessment that the need for Large Print and digital access was needed to meet the needs of the student (if that was what they needed).  That qualified them for Bookshare.   In the state I am in the criteria for a student with a visual impairment starts at 20/70.

Hello - I have several students that are considered "low vision" and Not legally blind who have IEP's who are print disabled that benefit greatly from BookShare. I am grateful that it is available to them since fatigue and slow reading with their vision greatly impacts how much they produce in a day. Bookshare is a great resource to help them keep up with their class work.

Actually this is what the Bookshare website says:

Julie – I’m not sure what version of the website you’re looking at, but my guess is that it’s outdated.

 

The Bookshare website Help Center also has this statement:

I have a vision disability; how do I know if I qualify?

If you are legally blind, you qualify. In addition, if you don’t meet the legal blindness standard, a functional vision assessment that indicates a significant problem accessing text is also acceptable.
