This is a lot better than many other stories Koontz has recently written. (See my earlier complaints about Koontz losing his touch.)
The central plot is a bit weak but works well enough. The narration is superb, in Koontz style, though the plot briefly seems to lose its way in the middle for a while. And a lot of earlier ideas are rehashed: yet another dog accompanying the hero, yet another dim witted friend of a good man, and so on. All Koontz’s books now seem to come standard with dogs and a lot of pessimism about things in general (government, Hollywood, oh boy!). If you read his early works, which were macabre and grim, there is an underlying optimism  in general. This is an interesting contrast!

The story told is that of Leilani, a crippled child caught between her spaced out, and cruel mother Sinsemilla, and a psychopathic
father Preston. A temporary neighbour (in a mobile home) Mickey and her Aunt Gen get involved in her emotionally and want to help. Add in a disillusioned private investigator Noel, a dog, a motherless boy who has to constantly move to be ahead of both assassins who have an uncanny ability to track him no matter where he is and FBI.

Now you have got a potent mix for Koontz to play with. Like a Bond movie, if you can suspend your disbelief, you are in for a good ride and so, let us say a 6/10
