BoofCV v0.40 has been released

Primarily a maintenance release but does include a detector for Micro QR Codes. In a few places the API has been changed to strictly enforce null. Now in the API if something isn't tagged with @Nullable then you can assume it can't be null.

Other new features:

- QR Code can detect transposed targets

- QR Code will report the number of bit errors encountered

- Background models are now concurrent

- Lombok is no longer a dependency (opps)
