I haven't been able to reproduce this error. There were quite a few
changes to the core in the last couple releases that could have
affected this, but on my installation 3.3.6 seems to be able to create
new admin accounts just fine.

Can anyone else verify this error?

Note, as a temporary solution, once the account is created you should
be able to upgrade with no problems. But of course, if there is a bug
in the default installation we want to fix it.
