A bit off topic, but still within the realm...

Has anyone found a truly excellent hi-lighter that WON'T bleed through
to the next (or last) page?

So off-topic it is it spiked my interest. It's a relational matter: the bleeding depends on the connection between inkflow and paper density - so I guess there's no universal answer for this. 

I used to love Stabilo hi-lighters, but in Brazil they are very expensive so I had to adjust my preferences and nowadays I normally go with a Pilot (I don't know if it's a local brand or not).

Work-preventing off-topic. Nice one, though.
I'm for Pilots but if the paper's really really thin I go with a pencil. It's hardly a highlighter but doesn't bleed.

Do you make notes?

Check these out. I've never heard of a dry highlighter, but it may be worth a try.

I teach literature and it is very hard to find highlighter that can be used on the thin paper in literature anthologies. These are ideal for that purpose. I would like to have sets of one color instead of multicolored though.
