Proposed Changes to Governance Document

Greetings,

The BOINC Governance document describes the structure and operation of the BOINC Project Management Committee and how it oversees the community around the BOINC GitHub repository.  This document is periodically updated in order to adapt to the how the community is functioning in order to make sure that progress and can be effectively made on the platform.

The changes between the two versions can be seen here: https://github.com/BOINC/boinc-policy/pull/19/files

The process for changing the governance documented is described in section "5.3.1 PMC Decisions that Require Super-Majority Voting" and "5.1.3. Super-Majority Voting".

This email represents the start of the 14-day discussion period on the change.  After the 14-day discussion period ends, there will be a 7-day voting period.  Only PMC members may vote on this item.
