Patalagarudi photograph you have posted is looking like Cocculus hirsutus. In futre try to capture closeup photograph and use atleast min 5 MP camera OR above. 
 
Patalagarudi is called Doosariteega in telugu, Jal jamani, Jamtike bel in Hindi.
 
May be because if you extract the leaf juice it solidifies (Jamti) immediately. It is good if it is given with sugar to those who are suffering from sunstroke/hot summer. Tribals in different forest places across India are using it.
 
I ll try to get back with the meaning/close answer to the term PATALAGARUDI. 
It has a tuberous root and the root decoction mixed with long pepper (Piper longum) is used Rheumatism.

Thanks a lot for sharing the information. Sanskrit: Paatala garudi (in Ayurveda) is Cocculus hirsutus, of Menispermaceae.
As the name indicates, the roots resembles like that of a kite (Garuda). Had seen a photograph of the root of this plant published in a book long ago which exhibited this phenomenon.

The information on its coagulating property is interesting.
Have heard the name "Jala jamini or Jala Jambini or Jala Sthambini" from one of my students. He was in search of the plant with this name. He claimed that such a plant was used by Siddhars / Rishis who lived in the regions of Agastyamala or Maruthuvamala hills of South eastern Kerala.

He had learnt from some one that the drug in this name can solidify or coagulate water into a jelly mass. Rishis / Siddhars who stayed in this geographical range were hence eating the leaf and will consume enough water & hence could meditate for long without food as it was believed to coagulate in the stomach and stay for long.

Not bothered to look into the truth behind it. Thought it would be interesting to share this information.

Plants like Pedalium murex, Withania coagulans are known for this coagulating property. But have not come across names like Jala Jamini given to these drugs. May be the plant he was looking for could be this too !!
