Good Morning,

I am writing to inform you of an incident that occurred between Gil and Joy Cohen over the weekend.

Joy left a message requesting a call back regarding a disagreement with Gil. When we spoke with her, she stated that Gil had threatened to sue her and report her to the village for an unpermitted wall in her unit, which was installed approximately seven years ago to create a second bedroom. Joy indicated that she is willing to have an architect inspect the wall to confirm that it complies with applicable codes. We advised Joy to hold off on taking any action until we had the opportunity to speak with Gil and the Board. For additional context, permits were not typically required at the time this wall was installed, and our general policy has been not to require permits unless plumbing or electrical work is involved. This is something that can be discussed further at a Board meeting if you would like to revisit or update renovation requirements going forward.

We then contacted Gil, who confirmed that he made the statement. He explained that his frustration stems from what he describes as excessive noise coming from Joy’s apartment, including frequent stomping at various hours of the day and night. During this conversation, we also made it clear that any concerns or complaints regarding another resident should be directed to CPA Building Management rather than handled directly, and that threats or verbal confrontations are not appropriate. We advised that all such matters should be brought to management so they can be handled appropriately or escalated to the Board if necessary.

At this time, both parties have calmed down.

Our goal in handling this situation was to de-escalate tensions and prevent the matter from worsening, particularly given the current sensitivities within the building. Please let us know if you are comfortable with how this was handled or if you would like us to take any additional steps.

Thank you for handling and de-escalating!

I think Gil is in the wrong and what he did was completely inappropriate in this situation. I looked at our notes from our meeting with Gil from May 2025 when we addressed the notices on the door. We had said he should not talk to Joy directly (and vice versa) and any communication should go through CPA / Board. As a result, I think there should be consequences. I don't know what is appropriate, but we can discuss that.

While I think it would be good to have someone from CPA there on Wednesday, we should still meet and can coordinate anything after. This definitely needs to be addressed quickly.

For what it's worth, I agree with the permit policy as it stands, but I would be ok if we expanded it.
