Ftp to ds.internic.net, cd to rfc if you know which one you want;
e.g., rfc1123.txt. The same directory has some index files:

Eventually, the backbone won't be free. That means that Saving
bandwidth will be economical. However, there is a system that can be
used that is built in. We're using it right now. Simply create a
moderated newsgroup of rfc's and post them; similar to new.answers.
WALLAH, you've got lots of mirror sites, at least in those cases where
newsadmins accept the newsgroup.
Btw, that's how the pictures of the comet crashing into Jupiter should
have been set up. Apparently, it strained the net when they were
posted at one site, with all those WWW browsers trying to grab them at
once. Eventually, mirror sites were created, but here we have a
built-in resource for disseminating something like that, and it was
neglected.
