License change to BSD 3-clause to go live

Dear BNFC developers and users,

after a majority of feedback for a change of the BNFC license from GPL-2
to a more permissive version, a change to BSD 3-clause has been
implemented on the repo:

https://github.com/BNFC/bnfc

I am intending to release BNFC 2.9 soon under the new license.

If you have objections, speak up now or be silent forever.
