Footer still acts weirdly

Hi everyone, tried all you tricks (thanks)
Also the ones in the links.
However, it hasn't worked.

I posted the site (www.tictech.nl) with an height of 850px for the two
outer columns.
With ie the padding & margin trick the footer (grey part acts very
strange)

Anyone any other ideas, would appreciate it very much.
