Please clarify the IE hack!!!

I'm lost a bit on the IE hack that goes in the HEAD: if the line is
commented out, how is IE going to see the line to reference the IE
stylesheet? Am I missing something simple here? Any links to an
explanation?

Yep... it was just the way the comment reads with the conditional that
had me lost. Hadn't had to use it before now.
