blueprint and user accounts

I've started playing around with blueprint as a mechanism to build up
a standalone vps config. Is there any provision in blueprint for
managing user accounts? I would like to have one or two user accounts
automatically created as part of my blueprint, basically the couple of
key admin users who should always be able to log in to a box.

So is this something that blueprint can capture and manage? Or should
I just be doing this entirely with chef or puppet?
