They appear on the active cell, i.e. where the cursor is!

Click on them and you'll find out! :-)

The circle with cross deletes the current row or column, the
arrowheads add a collumn or row in the direction indicated (left,
right, above or below).

David, the best source of information concerning HTML  is http://www.w3schools.com/. There, you will find all sorts of good information and instruction from the 'horse's mouth' since W3C is the International standard for all HTML. Sadly, far too many ignore their Standards.

NO !!!!!

w3schools is one of the worst sources of information concerning
HTML. The W3C has pinged them many, many times to make them update
obsolete or blatantly incorrect documentation. They never did
it. Do _not_ trust what w3schools say, do _not_ trust the
recommandations they give.

GregTutor's reply is good. However you may like to know that I have reported a bug (Bug 306) which results in some of the marks apperaring in the wrong position. This depends on other details of the page's structure.
