I had no problem doing what you suggested in OS X 10.8.3. Check this out - http://www.macusenet.com/archive/index-t-66217.html

Hi.  As the subject says, Blue Griffon doesn't open an html file when I drop the file's icon on top of the Blue Griffon icon

I have just started to put any real milage on BG and when I upgraded to V1.7 (B:20130513094916) I noticed this behaviour start.

It *had* worked that when the OS was told to open an HTML file with BG, the file would open in the first tab, now it does not.

I did look at the logs and found that there seems to be some small complaint:
5/29/13 8:52:19 AM    [0x0-0x21f21f].com.disruptive-innovations.bluegriffon[57132]    *** LOG addons.xpi: startup

5/29/13 8:52:20 AM    [0x0-0x21f21f].com.disruptive-innovations.bluegriffon[57132]    *** LOG addons.xpi: checkForChanges
5/29/13 8:52:20 AM    [0x0-0x21f21f].com.disruptive-innovations.bluegriffon[57132]    *** LOG addons.xpi: No changes found
5/29/13 8:52:25 AM    [0x0-0x21f21f].com.disruptive-innovations.bluegriffon[57132]    *** LOG addons.xpi-utils: Opening database

(No, it has nothing to do with application/filetype associations.)

I would turn on more logging in BG if I knew how.
I'm running on Mac OS X 10.6.8 (10K549)

Does this add any datapoints?

Also, I'm willing to try and troubleshoot/diagnose/experiment with it since nothing I'm doing with BG is critical.
(Still experimenting with it.)

FYI, This is a parallel problem with "double-click doesn't work with BlueGriffon 1.7" which seems to be on another OS.
