Internet sharing using bluecove

Hi

I am new to bluetooth programming. One of my requirement is to use bluetooth of a windows 7 pc to find nearby phones & once its paired the internet of the PC should be accessible through browser of the phone. Can this be done programmatically using bluecove in windows. Please advice.
