The Massachusetts Tests for Educator Licensure (MTEL) was initiated by the Massachusetts Department of Elementary and Secondary Education in 1998 as part of our statewide education reform initiative for educators seeking PreK to grade 12 academic licenses. The MTEL includes a test of communication and literacy skills as well as tests of subject matter knowledge. The tests are designed to help ensure that Massachusetts educators can communicate adequately with students, parents/guardians, and other educators and that they are knowledgeable in the subject matter of the license(s) sought. MTEL includes tests for candidates seeking vocational technical and adult basic education licenses.

The test has four subtests (Attention and Immediate Memory- Verbal, Attention and Immediate Memory- Verbal and Nonverbal, Working Memory and Flexible Thinking, and Shifting) that yield scaled scores. A composite score, called the Executive Function Index, represents overall performance on the subtests. The Examiner's Manual includes a comprehensive discussion of the test's theoretical and research-based foundation, item development, standardization, administration and scoring procedures, norms tables, and guidelines for using and interpreting the test's results. Reliability and validity studies were conducted with students with normal language abilities and students who had previously been diagnosed with autism spectrum disorder or learning disabilities.

The average coefficient alpha ranges from .77 to .91 for the subtests and is .95 for the composite. New validity studies demonstrate the test's ability to differentiate students with autism and learning disabilities from typically developing students. Specifically, an Executive Function Index cutoff score of 94 resulted in a sensitivity of .76, a specificity of .79, and a receiver operating characteristic/area under the curve of .89 in differentiating students with autism spectrum disorder from typically developing students. Use the Language Processing Test 3 Elementary (LPT 3) to diagnose language processing disorders in underachieving children. The test evaluates the ability to attach increasingly more meaning to information received to then formulate an expressive response.

The skills evaluated are discrete and carefully controlled, beginning with simple tasks and progressively increasing the language processing demand placed upon the student. This hierarchical approach ensures evaluation of prerequisite skills for increased processing demand. There are two pretests and six subtests. Each subsequent subtest builds on the skills previously evaluated. The test items are valid clinical indicators of the ability to attach meaning to language.

The average coefficient alpha ranges between .77 and .92 for the subtests and is .94 for the Social Language Development Index. Studies were conducted to examine the ability of the test to differentiate students who are autistic from those who are not. The results demonstrate that a Social Language Development Index cutoff score of 90 resulted in a sensitivity of .82, a specificity of .86, and a receiver operating characteristic/area under the curve of .91.

To obtain the Lower Elementary Education (ZO) endorsement, candidates must pass subtests 118, 119, 120, and either 117 or 121. To obtain the Upper Elementary Education (ZP) endorsement, candidates must pass subtests 122, 123, 124, and either 121 or 117. Starting February 28, 2023, you are no longer required to take all four subtests of this exam in your first attempt. You can split the subtests into two appointments of two subtests each, four appointments of a single subtest each, or any other combination desired.

In the Hmong, Somali, and Spanish translated versions of the test, the test questions are presented in both English and the selected language. One of the commonly required Praxis tests for elementary teachers is the Praxis Core exam. This test is designed to evaluate foundational knowledge and skills in Reading, Writing, and Mathematics that all aspiring teachers need, no matter what subject area or grade level they wish to teach. The Praxis Multiple Subjects test is one of several available Praxis II tests for elementary education. The entire exam takes 4 hours and 35 minutes, though each subtest is timed separately. Test takers will see selected-response and numeric-entry questions. The Reading and Language Arts exam has 80 questions that candidates must answer in 90 minutes. The Mathematics section has 50 questions that must be completed in 65 minutes.
