Even though the announcement says in the beginning that article should be sent by email, the rest of the announcement gives an impression that the article should be 'self-published'. The following portion makes readers feel it should be published and promoted (on their own):

Selection Criteria
Traffic
Social media visibility
Engagement (comments, replies)

You may want to make it a bit more clear in the blog post to avoid confusion...
