Regarding GST for New Startup in Services Domain

Dear Group Members,
I am starting a business where I will offer graphics designing services, web app development and custom programming services.
I will collect payment either directly into my bank account or via digital payment services like Paytm Payment Gateway and I will deliver the creatives or code generated either via whatsapp, email or by uploading files on web server.
Requesting you to please confirm that whether GST registration and GST filing is mandatory or not in following two cases:
Case 1: When I deliver my services within state only and my turnover is less than 20 lakh per annum.
Case 2: When I offer taxable services (no physical products) in inter-states (outside of state) but my turnover of taxable services is under 20 lakhs per annum.
