I want to learn how to code. Do I have to download Blockly to my computer or do I just use the following website? https://developers.google.com/blockly/

Also, if you could offer some tips as to the best way to get started it would be greatly appreciated.

What do you call "learning to code"?

If you are new to programming, you will have to start with the basics: Javascript and HTML.

Without that, you can not do anything with Blockly.

To put some better context on this message...

The Blockly project is meant for embedding. It doesn't really have a meaningful stand-alone tool for writing programs. Here we're happy to help you if you need assistance getting Blockly hooked up into a project.

But if your goal is to write a program in a block-based programming environment, then this isn't the right project for you. I would instead recommend looking at MIT Scratch (https://scratch.mit.edu) which is based on Blockly. Another similar project is Berkeley Snap (https://snap.berkeley.edu/) which is more powerful and more flexible than Scratch, but it doesn't have nearly as large of a community and I've never seen a Snap book at the bookstore while I've seen several books that teach Scratch.
