Idea: workspace factory for blockly v10+ and newer

Hi,

The old workspace factory isn't being updated anymore (in favor of the newer block factory that can be demoed here and with documentation here), and there aren't currently plans to migrate the old workspace factory. The recommended approach for generating the initial workspace and toolbox configurations is to actually use a blank workspace and serialize it into your desired format.
