How to use @blockly/create-package for new plugins

When I run "npx @blockly/create-package" to create a directory for my plugin it complains: 

"not a git repository (or any of the parent directories)"

but if I create a repo and make a local directory for it the program complains:

"Package directory already exists, delete block-lexical-variables and try again."

So, what's the correct way to do this?  I know that the first issue isn't fatal but I'd like for all the Git related stuff to get filled in in the template.

Now that I think a bit more about it, I'm guessing that the intent is that I have something like a blockly-plugins repo into which I'll use "npx @blockly/create-package" to create individual directories for each plugin.  I guess that's reasonable, but it would also be nice to have a way to have individual repos for each plugin.
