Blockly Game Competition

I run a private programming hub, I want to host a blockly games competition in my locality among schools. I will love your ideas.

Can you describe the target audience?  Are they students without prior programming experience?  How much time do you expect to have with the students?  Will you be running thus, or are the schools expected to follow a curriculum?

Just a few clarifying questions to narrow down the options.
