Resurrected BLIP docs, including protocol spec

The project-tracking site I was running on projects.mooseyard.com died a few months ago (I think due to Dreamhost upgrading their version of Rails, or maybe sqlite). I haven't had a chance to fix or replace it yet, but I did finally extract the latest BLIP documentation from the database:

These are newer than what was available elsewhere. I'll check them into the MYNetwork repository in a bit.
