Blender Render, No Cam option

Can someone please help me get Blender cam to work? Blender works Okay but in the drop down Blender Render, does not have Blender CAM. Blender CAM is selected in the user preferences. I have tried to install it in one PC with Windows 7 and Linux Mint 17 no luck. I have tried another PC running windows XP and Ubuntu 10. Did not work there. This morning I tried it on my laptop running windows Vista. It is the same as the other two PCs. No Blender CAM to select?

Please help, I would like to be able to try Blender CAM. If I start Blender CAN using the bat file it shows some missing files. I tried everything, I could find on this forum but I have not been able to get Blender CAM to work. The PC I would like to get Blender CAM to work OS is XP. Is there some other download that I could use? I downloaded the files from google

On windows i had no luck.
But on Linux Mint use this guide:

Very simple and works very good.
Just use bledner installed form package manager,
