I can't download any plugins, query the plugin list, or check for
updates. I am running B54 3515, so quicksilver should be querying the
right server.

It does appear to be—down, that is. You'll probably just have to
wait, or I suppose we could build an unofficial binary plugin
repository (people who have plugins can upload them and then you could
just install stuff manually). What plugin is it you need?
