Screen Capture plugin only captures desktop wallpaper

Having an issue with QS 1.6.1 (4026) on macOS 10.15.6 where the Screen Capture module plugin (1.7.0) invariably captures only the desktop wallpaper instead of the content on screen. 
It doesn't seem to be a bug, as it does not happen in another machine with the same versions of QS,  macOS and Screen Capture plugin (though the two machines have different macOS version histories).

If it’s working on another machine with 10.15, then I would compare
the Privacy settings between the two machines (under System Preferences
→ Security & Privacy).

Yup, QS did not have permission for Screen Recording in the Security & Privacy Pref. Pane in the delinquent machine.
